    The implementation of DDLTRN and DDLSIM programs on SEL-2 computer system is reported. These programs were tested with DDL descriptions of various complexity. An algorithm to synthesize the combinational logic using the cells available in the standard IC cell library was formulated. The computer aided design and test (CADAT) system at NASA MSFC is used for the LSI design. The digital design language (DDL) was selected as HDL for the CADAT System. DDL translator output can be used for the hardware implementation of the digital design. Problems of selecting the standard cells from the CADAT standard cell library to realize the logic implied by the DDL description of the system are addressed

    WHEAT BUFFER STOCKS AND TRADE IN AN EFFICIENT GLOBAL ECONOMY

    This study assesses storage and trade of wheat in an integrated global economy. Domestic and international linkages are analyzed using a dynamic rational expectations model of the world wheat market. The results of this study demonstrate the importance of endogenizing both storage and trade in studying commodity markets. Results suggest an optimal US buffer stock level of 150 million bushel. Results indicate that past government stockholdings have not followed efficient market outcomes. Private markets likely would perform better in the absence of government market distortions. Results indicate that elimination of the Export Enhancement Program by the US and of export restitution payments by the EU is unlikely to have a major impact on wheat exports from the two regions, but will save millions of tax dollars in both regions.Crop Production/Industries, International Relations/Trade,

    Bulk Superconductivity in Bismuth-oxy-sulfide Bi4O4S3

    Very recent report [1] on observation of superconductivity in Bi4O4S3 could potentially reignite the search for superconductivity in a broad range of layered sulphides. We report here synthesis of Bi4O4S3 at 5000C by vacuum encapsulation technique and basic characterizations. Detailed structural, magnetization, and electrical transport results are reported. Bi4O4S3 is contaminated by small amounts of Bi2S3 and Bi impurities. The majority phase is tetragonal I4/mmm space group with lattice parameters a = 3.9697(2){\AA}, c = 41.3520(1){\AA}. Both AC and DC magnetization measurements confirmed that Bi4O4S3 is a bulk superconductor with superconducting transition temperature (Tc) of 4.4K. Isothermal magnetization (MH) measurements indicated closed loops with clear signatures of flux pinning and irreversible behavior. The lower critical field (Hc1) at 2K, of the new superconductor is found to be ~39 Oe. The magneto-transport R(T, H) measurements showed a resistive broadening and decrease in Tc (R=0) to lower temperatures with increasing magnetic field. The extrapolated upper critical field Hc2(0) is ~ 310kOe with a corresponding Ginzburg-Landau coherence length of ~100{\AA} . In the normal state the {\rho} ~ T2 is not indicated. Our magnetization and electrical transport measurements substantiate the appearance of bulk superconductivity in as synthesized Bi4O4S3. On the other hand same temperature heat treated Bi is not superconducting, thus excluding possibility of impurity driven superconductivity in the newly discovered Bi4O4S3 superconductor.Comment: 12 pages Text + Fig

    Returns to American Agricultural Research: Are We Assessing Right?

    Exact date of working paper unknown.This study assesses the returns to American agricultural research investments for the years 1930 through 1990 using an error correction model. The estimated internal rates of return are 27% for public research and 6% for private research. These estimates from the most comprehensive and timely data assembled to date indicate that returns to public agricultural research compare favorably to real returns on alternative long-run investments, but do not call for large increases in investments suggested by previous studies or for the drop in public research expenditures appropriated by the United States congress in recent years
